Formerly Chief Pedagogic Officer at the Ministry of Education, Prof. Katz is a senior faculty member at the School of Education at Bar-Ilan University and previously served as the School of Education's director and as head of the Institute for Community Education and Research. He is a member of the European Affective Education Network (EAEN) and a member of the International Federation of Information Processing (IFIP). His main area of research focuses on students' and teachers' attitudes toward curricula. Prof. Katz holds a PhD degree in educational psychology from Witwatersrand University in Johannesburg, South Africa.

From 2004 to 2006, he was a member of the Initiative for Applied Education Research steering committee.
