Dean of the School of Economics and Business Administration at the Ruppin Academic College and professor emeritus in the Department of Economics at Ben-Gurion University, where he also served as Dean of the Faculty of Humanities and Social Sciences. He has been a Senior Fellow at the Van Leer Jerusalem Institute since 2007 and was formerly academic director of the Civil Society unit at the Institute.
His main areas of research are the political economics of education, equality of opportunity and access to education, structure and funding of education systems, the economic impact of education, and measurement in education. He has also conducted extensive research on industry and technology policy and on regional development.
Prof. Justman holds a PhD degree in business economics from Harvard University, received in 1982.

Prof. Justman chaired the Initiative committee studying 'Guidelines for Revising the System of Education Indicators in Israel' and was a member of the expert committee on 'Inequality and Education: The Effect of Rising Economic Inequality on Educational Attainment and Achievement'. From 2011 to 2013, he was a member of the Initiative for Applied Education Research’s steering committee.
