The Director-general of the Jewish Agency for Israel since March 2010.
In 1980 he joined the Melton Center for Jewish Education at the School of Education of the Hebrew University of Jerusalem, later serving as its Directo. In 1994-1996 he served as Director of the Council for Initiatives in Jewish Education in New York, and in 1997 was appointed Director of the Mandel Center for Jewish Continuity at the Hebrew University.
His Ed.M and doctoral studies were in Educational Policy at Harvard University's Graduate School of Education.
From 2009 to 2015, he was a member of the Initiative for Applied Education Research steering committee.
